Process

May 2006: The FOROAOD is a democratic experiment to involve citizens, policy-makers and academics in a consultation process about the Spanish Development Cooperation. their design and planned outcomes are laid out in this document.

September 2006: The thirteen themes have been grouped into three clusters in order to condense deliberations into specific recommendations. We have decided to carry out workshops with a small number of experts in November. The objective of the workshop, their design and planned outcomes are laid out in this document.

November 2006: The FOROAOD has been open for five months and has generated a series of background papers and statements. The expected participation in the debate could, however, not been attained. To finalize the process, two workshops have been organised in November bringing together representatives of government, academia and NGOs:

  • The first workshop – “Institutions”, – tried to summarize the discussion of four themes – harmonisation, evaluation, human resources and humanitarian aid. (available only in Spanish)
  • In the second workshop “Instruments – financing channels” handled the issues of added values of NGOs, decentralised cooperation and multilateralism. (available only in Spanish)

January 2007: The FOROAOD has been open for seven months and has generated more than 40 documents about the Spanish development policy. This final document reflects the dynamics of the consultation process.
