Between June 2006 and January 2007, twelve “virtual discussion rooms” have been opened successively. Most of them have the following structure: A background documents exposes the issue and poses question for the Spanish aid system. In reaction to this, statements of around 2000 words were made by the Secretariat of State for International Cooperation (SECI), by academics and by experts from non-governmental organizations.
