Environment
The climate change generates more vulnerabilities in low-income countries than in the North where it is actually produced. Therefore, the developed countries have the obligation to act upon it and combine efforts of poverty reduction with strategies to combat climate change and tackle its effects. The policy options are both mitigation and adaptation. Spain has engaged in a series of multilateral and bilateral activities. However, much is left to be done. Development policy and practice has to consider its environmental impacts. Instruments and specific funds need to be defined that translate declarations into action. To the strategies of emission control others on adaptation to climate change have to be added. Finally, a just market for emission has to be established.
